General Mandate of this Office includes:

  • Providing leadership and direction to the Civil/Public Service by maintaining high morale, esprit-de-corps and good image of the service;
  • Fostering professionalism among Civil/Public Servants;
  • Advising/recommending to the Executive Governor, Officers to be appointed as Permanent Secretaries and chief Accounting Officers of Ministries/ Departments/ Agencies of Government;
  • Advising the State Chief Executive on issues relating to Appointment, Promotion, Discipline, Posting, Secondment and Deployment of Civil/Public Servants;
  • Promoting good relations between Permanent Secretaries and other Civil Servants;
  • Restructuring and re-organizing the functions of the Ministries and Extra-Ministerial Departments in consonance with the overall policy of the Government as may be reviewed and determined by Government from time to time;
  • Career development of all Senior and Management Staff, (Grade Level 07 and above in the Civil Service), including preparing training schemes for such officers. The Office can delegate the training of junior officers to any MDA it so deems fit;
  • Staff Welfare Matters;
  • Provision and allocation of Offices, to Career Civil/Public Servants in existing and newly established MDAs;
  • Liaison with Head of the Civil Service of the Federation and States Heads of the Civil Service for peer sharing experience;
  • Overseeing the Civil Service Commission, Teaching Service Commission, Local Government Service Commission, Public Corporations Commission, State Universal Basic Education Board and Tertiary Institutions;
  • Processing of Requests to recruit new Officers for MDAs including Local Government Service Commission, Hospitals’ Management Board and Education Districts, Teaching Service Commission;
  • Organisation of Public Service Day Celebration;
  • Vetting of Appointments and Postings of Heads of Local Government Administration for the approval of the Governor.
